By default wordpress will not show the option for link targets. Suppose if you want to create a navigation link , which you prefer to open in a new windows then do the following.
Appearance => Menu => On top right of the Page click on screen Options.(1)
Click Advanced Settings=> Click Link Target (2)
Now you can see the Open in New Tab check box (3).
